Vladimir Putin signed a list of instructions following the State and Civil Society: Cooperation in the Name of Development National Forum held on January 15, 2015.
Instructions to the Government of the Russian Federation jointly with the Presidential Executive Office and Civic Chamber concern grant support for socially oriented non-profit organisations and improving their efficiency.
Instructions to the Presidential Executive Office jointly with the Justice Ministry and the Civic Chamber concern the creation of a unified Russian national registry of non-profit organisations, distinguishing between socially oriented and other non-profit organisations, as well as legal regulation of specific features in the work of socially oriented non-profit organisations in various areas.
The Government has also been instructed to prepare suggestions for developing cooperation with Commonwealth of Independent States members and the Eurasian Economic Union member states in implementing joint humanitarian projects by socially oriented non-profit organisations.
Also, the Government has been instructed to prepare suggestions for transferring certain government functions in the social sector and additional measures for stimulating socially oriented non-profit organisations in various areas to socially oriented non-profit organisations, including through the provision of tax breaks.
Individual instructions were also given to the Presidential Executive Office jointly with the Civic Chamber and executive agencies in Russia’s federal constituent entities.
