The President approved a list of instructions following a meeting on developing air transport and aircraft manufacturing, held on March 31, 2022.
To ensure Russian airlines carry at least 100 million passengers in 2022, the Government of the Russian Federation has been instructed to draft and implement a programme to compensate airlines for their costs in subsidised airfares on domestic flights undertaken from April to October 2022 whereby federal budget allocations of at least 110 billion rubles must be earmarked for this.
The Government was also instructed to provide subsidies to Russian airlines to compensate for expenses due to the cancellation of international air service after February 24, 2022, that is related to international developments as well the cancellation of domestic fights due to restrictions on flights to southern and central Russia.
In addition, the Government has been instructed to approve a comprehensive programme for aircraft industry development until 2030 and ensure its implementation. The comprehensive programme must determine, among other things, annually increasing indicators in aviation performance; basic parameters for the optimal route network; the necessary number of aircraft (including small airplanes); the optimal range, volume and delivery dates for domestically manufactured aircraft with consideration for import substitution programmes, as soon as possible.
The Government was also instructed to draft and carry out a set of measures to regulate issues of Russian airlines’ lease payments to lessors (taking into account the lessors’ residence and their beneficial owners).
