Dmitry Medvedev submitted to the State Duma for ratification the Protocol on Amendments to the Collective Security Treaty of May 15, 1992 which was signed in Moscow on December 10, 2010.
The Protocol was drafted in response to the crisis in 2010 in Kyrgyzstan, which showed the need to improve the mechanisms for using CSTO forces to react in crisis situations. This required making amendments to the Collective Security Treaty.
The Protocol amends several of the Treaty’s provisions:
Amendments are made to the provisions in Article 2 concerning planning and implementation of measures to provide assistance to countries party to the Treaty in order to neutralise threats to their security, stability, territorial integrity and sovereignty, or threats to international peace and security;
Amendments are made to the provisions in Article 4 extending the obligation set out in these provisions to take collective action not just in cases of aggression, but also other forms of armed attack that threaten the security, stability, territorial integrity and sovereignty of any country party to the Treaty;
Amendments are made to the provisions in Article 6 concerning the use of the collective security system and forces in the cases set out in Articles 2 and 4 of the Treaty, including beyond the territorial limits of the Treaty’s parties in the interests of international security;
Amendments are made to the provisions in Articles 3, 5, and 11 concerning changes to the collective security system resulting from the establishment of the CSTO in 2004.
The Protocol’s provisions are in full compliance with the laws of the Russian Federation.
