Protocol on amendments to the Collective Security Treaty Organisation’s Charter has been submitted to the State Duma for ratification

Dmitry Medvedev submitted to the State Duma for ratification the Protocol on Amendments to the Collective Security Treaty Organisation’s Charter of October 7, 2002, signed in Moscow on December 10, 2010.

The Protocol was drafted in response to the crisis in the Republic of Kyrgyzstan in 2010, which showed the need for a better mechanism for using Collective Security Treaty Organisation forces to react in such situations. The Protocol introduces the respective amendments to the CSTO Charter.

In particular, the Protocol clarifies the CSTO’s areas of activity and response procedures in crisis situations that threaten the stability, territorial integrity, and sovereignty of CSTO member states, and specifies the CSTO’s organisational structure and the tasks and functions of its decision-making bodies.

The Protocol sets terms for the CSTO member states to take joint measures to establish CSTO coalition forces, regional task forces, peacekeeping forces, and their common systems and command bodies and military infrastructure. The CSTO member states shall promote military technical (and military economic) cooperation, provide the armed forces with the arms, equipment, and special material required, protect state borders, exchange information, ensure information security and protect populations and territory from natural and technological disasters and from threats arising during or resulting from military action.
