Agreement on forming and functioning of forces and weapons of the CSTO collective security system submitted to State Duma for ratification

Dmitry Medvedev submitted to the State Duma for ratification the Agreement on Forming and Functioning of Forces and Weapons of the Collective Security System of CSTO Member States, which was signed in Moscow on December 10, 2010.

The agreement was signed by all the CSTO member states with the exception of Uzbekistan.

The agreement is based on the current Protocol on Forming and Functioning of Forces and Weapons of the Collective Security System of CSTO Member States of May 15, 1992, which was signed in Yerevan on May 25, 2001.

The purpose of the Agreement is to adopt practical measures for the formation and improvement of collective security of the Collective Security Treaty Organisation, which provides an adequate response to an armed attack (aggression), as well as other challenges and threats in relation to one or more of the Parties in order to guarantee the protection of national and collective interests, sovereignty and territorial integrity of the Parties.

The agreement fixes the principles of formation and functioning of the CSTO collective security system, defines the purpose and regulates the composition of forces and weapons of the Collective Security Treaty Organisation.

The forces and weapons of the Collective Security Treaty Organisation include: associations, connections, military units and divisions of the national armed forces and other forces of the Parties, as well as special purpose internal affairs units (police), internal military forces, security agencies and special services, as well as the competent authorities in the field of prevention of and relief following emergency situations of the Parties, subordinate to national executive authorities and deployed by decision of the Collective Security Treaty Organisation; a coalition force (task force); regional (combined) forces (task forces); combined (joint) military systems; collective peacekeeping forces. The strategic nuclear forces of the Russian Federation perform the deterrence function against possible attempts of an armed attack (aggression) in respect of one or more of the Parties.

In accordance with the agreement, the forces and weapons of the collective security system are formed in line with the Parties’ national legislation, the international treaties adopted by the CSTO and other international treaties to which the CSTO member states are parties. The decision on the composition, timing and deployment of forces and weapons of the collective security system will be adopted by the Collective Security Treaty Organisation at the request of one or more of the Parties.

The parties themselves carry out technical and logistical support of their troops and special forces units.

The Protocol shall cease to have effect upon the agreement’s entry into force.
