Law ratifying the agreement on establishing a secret command system for the CSTO’s collective security system’s forces

Vladimir Putin signed the Federal Law On Ratifying the Agreement on the Basic Principles for Establishing a Secret Command System for the Collective Security Treaty Organisation’s collective security forces

The Agreement was signed in Moscow on June 14, 2009.

The Agreement was signed with the aim of establishing a system that would make it possible to preserve confidentiality of command operations involving CSTO collective security forces.

The Agreement’s provisions put in place the legal base for establishing a secret command system for CSTO forces in the collective security regions and for taking measures needed to ensure secrecy and protect confidential information.

The missions, composition of forces and equipment and procedures for the secret command system’s functioning are set out in a separate document approved by decision of the CSTO Council of Defence Ministers and Committee of Security Council Secretaries. 

The secret command system for forces in the East European collective security region is established within the framework of the Union State between the Russian Federation and the Republic of Belarus. 

The secret command system for forces in the Caucasus collective security region is established on the basis of bilateral agreements between the Russian Federation and the Republic of Armenia.

The secret command system for forces in the Central Asian collective security region is based on bilateral and regional agreements between the parties.
