The President signed Executive Order On Certain Issues of Temporary Stay in the Russian Federation of Certain Categories of Foreign Nationals.
The Executive Order was signed to strengthen the strategic partnership between the Russian Federation and other members of the Commonwealth of Independent States and in accordance with para. 2 of Article 3 of Federal Law No. 115-FZ of July 25, 2002, On the Legal Status of Foreign Citizens in the Russian Federation.
Under the Executive Order, until December 31, 2027, military personnel of the Commonwealth of Independent States member states undergoing, in accordance with international agreements, training and education in military units and higher education military institutions under the jurisdiction of the Ministry of Defence, their spouses, and minor children, including adopted or under guardianship (custody), provided they are dependent on such military personnel, shall have the right to temporarily reside in the Russian Federation without undergoing the mandatory state fingerprinting, photographing, and medical examination prescribed by the aforementioned law.
