Law reinstating the ‘Against All’ ballot paper option in local elections

Vladimir Putin signed Federal Law On Amendments to the Federal Law On Guaranteeing Constitutional Rights of Citizens of the Russian Federation to Elect and be Elected to Local Self-Government Bodies and the Federal Law On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Take Part in Referendums.

The Federal Law reinstates the voting options of ‘Against all candidates’ and ‘Against all lists of candidates’ in local government elections. Such voting options can be used if the particular region’s law permits it.

Elections to local self-government bodies in a single-mandate constituency or single electoral district are invalid if the number of votes received by the candidate with the most votes of all candidates taking part is lower than the number of votes against all candidates.
