Vladimir Putin signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation on Financial Accountability of Political Parties, Electoral Associations, and Candidates for Election to State Government Bodies and Local Self-Governments.
The Federal Law prohibits a political party or its regional branches from receiving donations from non-profit organisations acting as foreign agents and from making transactions with foreign citizens, foreign and international organisations or other entities whose donations to political parties and its regional offices are prohibited.
The Federal Law strengthens administrative liability for bribing voters and referendum participants, as well as the illegal financing of election campaigns and referendums. The law also introduces administrative liability for the unlawful financing of political parties’ activities not unrelated to their participation in elections or referendums, for violation by political parties of requirements on mandatory audit of its financial statements as provided by federal law, and violation of procedures and deadlines for presenting financial statements.
To ensure greater transparency, the information on the funds received and spent by corresponding funds will be posted by the Central Election Commission of the Russian Federation and the election commission of the Russian federal constituent territory on its Internet websites.
