Draft resolution on amnesty marking the Russian Constitution’s 20th anniversary submitted to the State Duma for consideration

The President submitted to the State Duma draft resolutions On Declaring Amnesty in Connection with the 20th Anniversary of the Adoption of the Russian Federation’s Constitution and On the Order of Executing the Resolution of the State Duma of the Federal Assembly of the Russian Federation on Declaring Amnesty in Connection with the 20th Anniversary of the Adoption of the Russian Federation’s Constitution.

The State Duma’s draft resolutions stipulate a release from serving out sentences and criminal liability for the least socially-protected categories of convicted offenders, suspected and accused of perpetrating crimes, as well as individuals who have performed certain services to the Russian Federation.

These categories include individuals who committed crimes as minors, women with dependent children, pregnant women, women over the age of 55 and men over the age 60, persons with disabilities in the 1st and 2nd category, as well as individuals who participated in the rescue operations following the accident at the Chernobyl Nuclear Power Station, military service members, internal affairs staff members and other individuals who participated in combat or operations defending the Fatherland.

The draft resolutions establish conditions for granting amnesty, as well as restrictions toward its application, and regulate procedures for releasing individuals subject to amnesty from serving out sentences, as well as procedures for halting criminal cases against such individuals.

It is suggested that the State Duma Resolution On Declaring Amnesty in Connection with the 20th Anniversary of the Russian Federation’s Constitution be executed over the course of six months following its entry into force.
