Instructions following meeting of Council for Civil Society and Human Rights and meeting with Human Rights Commissioners

The President approved a list of instructions following the meeting of the Presidential Council Civil Society and Human Rights and a meeting with Human Rights Commissioners in the constituent regions of the Russian Federation, held on December 10, 2019.

The Presidential Executive Office and the Government of the Russian Federation have been instructed to set up a working group to evaluate draft federal state education standards, which is to include representatives of leading academic and educational institutions in the evaluation of these projects.

The Presidential Executive Office and the Government have been also instructed to consider the possibility of increasing legal liability for defamation and of improving mechanisms for refuting false information.

The Presidential Executive Office, the Ministry of Defence and the Emergencies Ministry have been instructed to ensure that veterans of the Great Patriotic War, as well as citizens, including minors, who have committed heroic acts, have priority in participating in military parades to mark the Victory in the Great Patriotic War of 1941–1945 on Red Square.

In addition, the Presidential Executive Office, as well as the Supreme Court, the Prosecutor General’s Office and the Investigative Committee, have been instructed to consider authorising the defence teams to order a forensic expert examination and, if necessary, submit proposals on making appropriate amendments to the legislation.

Another instruction for the Presidential Executive Office, the Federal Archives, the FSB, the Ministry of Internal Affairs and the Federal Penitentiary Service (FSIN) concerns creating a single database of victims of political repression.

Recommendations for the State Duma, along with the Government and the Presidential Council for Civil Society and Human Rights, concern increasing guarantees for exercising the rights and freedoms of disabled and partially disabled citizens, as well as regulating activities to identify, improve and preserve the graves of victims of political repression.

The instructions for the Government, in particular, include the provision of certain types of specialised medical care for children; establishing standards for the highest allowable concentrations of pollutants in the air and hazard classifications for chemicals in the air, while taking into account international experience; the introduction of effective monitoring technologies for wildfire hazards and wildfires, and effective technologies for extinguishing forest fires, including in remote areas.

Recommendations for the Supreme Court include expanding the list of corpus delicti examinable in a jury trial.

The Prosecutor General’s Office, along with Roskomnadzor [Federal Service for Supervision of Communications, Information Technology and Mass Media] and the Supreme Court, have been tasked with reviewing law enforcement and judicial practice on defamation action due to online dissemination of information discrediting a plaintiff’s honour and dignity, and submit proposals for improving law enforcement in this sphere.
