Law expands list of crimes that may result in the loss of Russian citizenship for naturalised individuals

July 31, 2025

The President signed Federal Law On Amending Article 24 of the Federal Law On the Citizenship of the Russian Federation.

The federal law expands the list of articles of the Criminal Code of the Russian Federation under which conviction is considered a failure to fulfil the obligation to comply with the laws of the Russian Federation by naturalised persons. This obligation is assumed when acquiring Russian citizenship and, therefore, results in the loss of citizenship rights. The list includes offences such as manslaughter and homicide, rape, public incitement to terrorism, aiding an enemy engaged in activities knowingly aimed against the security of the Russian Federation, and several other crimes.

At the same time, certain categories of individuals have been exempted from losing the citizenship of the Russian Federation when indicted under the articles of the Criminal Code of the Russian Federation that would normally result in the loss of Russian citizenship. For instance, people who become citizens of the Russian Federation as per a federal constitutional law or an international treaty of the Russian Federation cannot lose their citizenship on these grounds.
