Draft laws on amending laws on the judicial system, on courts of general jurisdiction, and on the status of judges in the Russian Federation submitted to the State Duma

Vladimir Putin submitted to the State Duma draft Federal Constitutional Law On Amendments to Articles 13 and 14 of the Federal Constitutional Law On the Judicial System of the Russian Federation and Articles 21 and 22 of the Federal Constitutional Law On Courts of General Jurisdiction of the Russian Federation as well as draft Federal Law On Amendments to Articles 61 and 11 of the Law of the Russian Federation On the Status of Judges in the Russian Federation.

On March 14, 2011, the Federal Constitutional Law On Courts of General Jurisdiction of the Russian Federation came into force, establishing the powers, formation procedures and functions of courts of general jurisdiction in line with the provisions of the Constitution of the Russian Federation and in accordance with the Federal Constitutional Law On the Judicial System of the Russian Federation.

Articles 21 and 22 of the Federal Constitutional Law On Courts of General Jurisdiction of the Russian Federation contain provisions regulating the procedures for vesting authority in the President of the Supreme Court of the Russian Federation and his or her deputies, and specify the functions of the indicated officials.

The draft law proposes making amendments to articles 21 and 22 of the Federal Constitutional Law On Courts of General Jurisdiction of the Russian Federation, removing restrictions for the President of the Supreme Court of the Russian Federation and his or her deputies in appointing these individuals to office after the expiration of their authorities.

In addition, the draft law proposes eliminating the applicability of provisions in federal constitutional laws and federal laws regarding age limits for judges as related to the President of the Supreme Court of the Russian Federation.
