Greetings to participants in the meeting of regular court employees’

Dmitry Medvedev sent greetings to participants in the meeting to discuss the 2011 work results for courts of general jurisdiction.

The telegram reads, in part:

“The primary goal of public justice is to ensure the guarantee of judicial protection for human rights; this is achieved by improving the legal framework and judicial practice.

The Federal Constitutional Law On Courts of General Jurisdiction of the Russian Federation was passed recently. Amendments have been made to the Civil Procedure Code and the Criminal Procedure Code of the Russian Federation aimed at introducing appeal proceedings in civil and criminal cases. Suggestions are being implemented to liberalise criminal legislation, improving access to justice and assuring the transparency of information on judicial activities.

We are continuing to improve institutions that appoint judges and guarantee their independence. We have created a competent judicial corps.

Courts of general jurisdiction are handling a large volume of work to defend the rights and legal interests of our citizens.

At the same time, new problems and threats emerge in the context of Russia’s current development, to which state agencies, including courts, must respond. First and foremost, we must pay greater attention to crimes committed by minors, as well as business-related crimes. We must also humanise our practices for selecting preventive measures and criminal sentencing.

Over the last several years, we have seen a steady stream of positive changes in these areas.

It is important to note the role of Russia’s Supreme Court, which participates in law making and provides clarification on issues of judicial practice.

During your meeting, you will have detailed discussions on many issues pertaining to judicial activities, which will certainly contribute to further improvement of our national justice and its efficiency.”
