Changes to certain federal constitutional laws

Vladimir Putin signed Federal Constitutional Law On Amendments to Certain Federal Constitutional Laws.

This Federal Constitutional Law was drafted in order to implement the provisions of the Law of the Russian Federation on introducing an amendment to the Constitution of the Russian Federation, On Improving the Regulation of Certain Aspects of the Organisation and Functioning of Public Authority, concerning the Federation Council’s authority to terminate, upon a submission from the President of the Russian Federation, the appointment of the Chairman of the Constitutional Court of the Russian Federation, its deputies and judges; the Chairman of the Supreme Court of the Russian Federation, its deputies and judges, chairmen, deputy chairmen and judges of the cassation and appeal courts, the Intellectual Property Rights Court, if they commit acts that compromise the judge’s honour and dignity, as well as in other cases provided for by the federal constitutional law that prevent a judge from exercising his/her powers.

The law aims to establish the procedure for the implementation of the new powers the President of the Russian Federation is vested with under Article 83(f3) of the Constitution of the Russian Federation.

The law provides for making corresponding amendments to the Federal Constitutional Law On the Judicial System of the Russian Federation, as well as to other federal constitutional laws, including the Federal Constitutional Law On Arbitration Courts in the Russian Federation, the Federal Constitutional Law On Military Courts in the Russian Federation, and the Federal Constitutional Law On Courts of General Jurisdiction in the Russian Federation.
