Amendments to laws in connection with making the ECHR rulings enacted after March 15, 2022, non-enforceable in Russia

Vladimir Putin signed the Federal Law On Amendments to Certain Legislative Acts of the Russian Federation and Annulment of Certain Provisions of Legislative Acts of the Russian Federation.

The Federal Law establishes that the verdicts of the European Court of Human Rights that entered into force after March 15, 2022, are not enforceable in the Russian Federation.

The Federal Law amends Federal Law On the Prosecutor's Office of the Russian Federation annulling the provisions requiring the Russian Prosecutor General's Office to ensure representation of the Russian Federation in the ECHR. The Prosecutor General's Office of the Russian Federation will continue paying monetary compensations to claimants pursuant to the ECHR decisions that entered into force through March 15, 2022, until January 1, 2023.

In addition, the Federal Law amends certain provisions of the procedural laws of the Russian Federation concerning the revision of judicial acts passed by the courts of the Russian Federation on the basis of ECHR decisions.
