Vladimir Putin approved a list of instructions issued following an October 29 meeting of the Council for Science and Education.
In order to make federal budget funding for academic research and development more effective and improve research and development results, the Government has been instructed to approve a series of measures that will improve the financial instruments and mechanisms supporting scientific activity.
The measures include:
Developing a system of state and private funds providing financial support for research and development;
Financing exploratory research through state and private funds set up in accordance with the Federal Law On Science and State Science and Technology Policy;
Financing experimental and design work through federal targeted programmes;
Establishing a system providing targeted financing for maintaining scientific equipment located in collective use centres and unique equipment and installations;
Improving the mechanisms regulating scientific personnel’s work in research organisations and higher educational establishments.
The Government has also been instructed to make in accordance with the set procedures legal amendments required for supporting research and development.
