A State Council meeting to consider measures to improve the efficiency of budgetary spending will take place in the Kremlin on October 4.
Moscow Mayor Sergei Sobyanin and Finance Minister Anton Siluanov, heads of the State Council working group on the topic, will make speeches at the meeting.
The 2014–2016 budget, which was submitted to the State Duma on Monday [September 30, 2013], was drafted according to budgetary rules and in the light of a programmatic approach designed to better monitor the efficiency of its implementation. At the State Council meeting current practice will be summarised, and a number of measures to further improve the efficiency with which budgetary funds are used will be proposed.
