Instructions following a meeting on effective and safe development of the Arctic

Vladimir Putin signed instructions issued following a meeting on effective and safe development of the Arctic on June 5, 2014.

The Government was instructed to draft proposals on additional state support for research and exploration work in the Arctic and Antarctica, financing Russia’s international obligations with regards to the Global Maritime Distress and Safety System, additional measures to prevent unauthorised shipping in the Northern Sea Route’s water area, and preventing oil and oil product spills in sea ports.

The Government, together with scientific research organisations, received instructions on drafting a state programme for comprehensive Arctic and Antarctic research, including with the involvement of international research organisations, creating a national atlas of the Arctic, and improving the training system for scientific personnel and researchers working in Russia’s Arctic zone.

The Government, together with scientific and environmental protection organisations, received instructions to draft a package of measures on preserving biodiversity, including preventing the death of wildlife species in the event of oil and oil product spills, and to draw up a pilot project for comprehensive management of natural resources in the Arctic waters and implement it in the Russian zone of the Barents Sea. 

Oil and gas companies developing fields on Russia’s Arctic continental shelf and in internal seas and Russia’s territorial waters and contiguous zone were recommended to draw up biological diversity protection programmes.
