Vladimir Putin signed Federal Law On Amendments to the Federal Law On the Contract System of the Federal and Municipal Procurement of Goods, Works and Services.
In particular, the federal law prohibits offshore companies from participating in federal procurement. An offshore company is defined as a legal entity registered in a country or territory that operates a privileged tax regime and/or does not envisage disclosure of information regarding legal entities for conducting financial transactions.
