Meeting with Tyumen Region Governor Alexander Moor

Vladimir Putin and Tyumen Region Governor Alexander Moor discussed the current issues of the region’s socioeconomic performance, including support measures for participants in the special military operation and their families, the development of road and social infrastructure, road safety, housing and relocation of residents from dilapidated buildings.

The President noted the growth of permanent residents in the Tyumen Region and added that only a few regions can boast such results.

The discussion also focused on road safety. According to Alexander Moor, the number of road accidents and the traffic-related death rate have been decreasing due to a major renovation of federal roads in 2022. The Governor heads the regional commission on road safety, which, together with traffic police, detects accident blackspots and adopts relevant decisions.

The Governor updated Vladimir Putin on support measures for participants in the special military operation and their families. Thus, a lump sum payment of 100,000 rubles will be provided to all mobilised participants and contract servicemen, as well as a series of payments related to potential injury or death. The Tyumen Region acts as a patron to ten military units where the local residents are serving. Last year, they were provided with additional equipment and gear worth almost 1 billion rubles.

As for the families of servicemen, a social passport was developed for each one of them, and their records are integrated in software to which all interested agencies have access. According to Alexander Moor, over 30 kinds of social support measures have been adopted, including free hot meals twice a day for all school students from the 1st to 11th grades, hot meals for students under 24, free hobby clubs and additional training courses, the opportunity to receive vocational training or additional vocational training for the wives of the mobilised servicemen or their children if they are of the working age.

In addition, all municipalities in the Tyumen Region have opened 80 social family reception rooms where the families of servicemen can receive free financial and legal consultations, leave their children for several hours and receive psychological assistance.

The Governor reported to the President that in June 2022, an agreement was signed with the city of Krasnodon and the Krasnodon District of the Lugansk People’s Republic. As part of this agreement, assistance is being provided in the restoration of infrastructure, healthcare, education, sports and road repairs. The work with the twin city and district will be continued; plans for 2023 have been already finalised.

The officials also discussed the economic situation in the region. Alexander Moor assured [President Putin] that the regional economy as a whole and local businesses had adapted [to the situation] and were growing steadily despite challenges and difficulties they had faced last year and throughout the Covid-19 period. The manufacturing sector’s index for the past five years was 174 percent. In 2022, investment grew by 40 percent on 2021.

The Sibur Company continues developing the potential of the Tobolsk petrochemical platform. They have begun implementing a new project to produce polypropylene from propylene by dehydrating propane as part of an agreement with the Ministry of Energy. The amount of investment is between $2.5 and 3 billion, with the project due to reach the industrial scale by 2027. It was planned to launch the project last year, but for objective reasons it took time to replace equipment from unfriendly countries with Russian analogues and equipment from partner countries.

The Governor reported that the project to build a new airport in Tobolsk had been completed in 2021. From there, passengers can reach nine cities in Russia, and the Government decided, earlier this year, to give the air hub an international status.

The housing construction sector has made strides. In 2022, 1.4 square metres per person were built, an all-time record and the third best performance result in Russia. This was achieved largely thanks to using the infrastructure menu tool developed by the Government on instructions from the President. Besides, various favourable mortgage programmes have had a strong impact on the housing market. According to Alexander Moor, the groundwork for 2023 is also fairly good.

The region is pro-active in resettling residents from dilapidated and hazardous dwellings. This year, resettlement from dwellings recognised as hazardous before January 1, 2017 will be completed, 20 months ahead of schedule.

In addition, Vladimir Putin familiarised himself with two higher education projects: a canteen for 1,200 students of the Tyumen Higher Military Engineering Command School and the main building of the Tyumen State University, due to be completed next year.

Alexander Moor reported to the President on the planned development of the healthcare system. In accordance with the President's instructions, primary healthcare and the accessibility of medical care are being given priority attention. The region has built 69 primary care stations, dispensaries and new outpatient clinics, and opened five outpatient cancer centres and 17 chronic heart failure centres over the past five years. In general, the availability of doctors is high.

He pointed out that the last year was successful for agriculture. The Tyumen Region has an agricultural production index of 115 percent, ranking third in Russia in terms of vegetable yield.

Road infrastructure development is one of the long-term priorities of the Tyumen Region's leadership. In 2019, the region completed the construction of a 55-kilometre-long ring road around Tyumen, and continues building bridges and interchanges.

At the end of the meeting, Alexander Moor informed Vladimir Putin that he planned to run for office as Governor of the Tyumen Region in the coming elections, since his term of office will expire this year. The President supported the region's head and wished him success.
