Meeting with Vladimir Fortov and Mikhail Kotyukov

October 31, 2013, Novo-Ogaryovo, Moscow Region

Vladimir Putin met with President of the Russian Academy of Sciences (RAS) Vladimir Fortov and head of the Federal Agency for Scientific Organisations (FASO) Mikhail Kotyukov to discuss the development of fundamental science after the entry into force of the Federal Law on reorganising state academies of science.

Meeting participants discussed the channels for research funding, cooperation between the Russian Academy of Sciences and the Federal Agency for Scientific Organisations, the administration of the Academy’s assets, and personnel issues.

The President noted that the academies of science were reorganised in order to create the necessary conditions to foster high-quality and in-demand scientific research. Vladimir Putin stressed the need for a transition period, a year-long moratorium on decisions relating to personnel and property. This will ensure that none of the insights the Russian Academy of Sciences has accumulated over decades will be lost during the reorganisation process.

According to the President, the main tool for organising this work is setting government tasks for scientific research. The Russian Academy of Sciences should participate directly in this endeavour. Ultimately, in conjunction with the FASO, the Academy’s presidium must have the final say on this matter.
