Instructions issued following a meeting of the Council for Science and Education

Vladimir Putin approved a list of instructions following a meeting of the Presidential Council for Science and Education held on November 23, 2016.

The Government, in conjunction with the Presidium of the Council for Science and Education, was instructed to oversee the drafting of a state programme, Scientific and Technological Development of the Russian Federation, under the Scientific and Technological Development Strategy. The programme should include the consolidation of budget appropriations for scientific research and innovations with civilian applications allocated through other state programmes, as well as corresponding changes to state programmes and the programmes (strategy) for promoting state-owned corporations and joint stock companies partially owned by the state.

In addition, the Government, together with the Presidium of the Council for Science and Education, was instructed to submit proposals on improving public administration and regulation in the sphere of scientific and technological development of the Russian Federation, as well as to analyse the effectiveness of measures of state support provided to young researchers and graduate students, and to submit proposals on improving such measures.

The Government, in conjunction with the Presidium of the Council for Science and Education and the Russian Academy of Sciences, was instructed to oversee the improvement of the mechanism of forming and adjusting the fundamental scientific research priorities provided by the Long-Term Programme of Fundamental Scientific Research (2013–2020) in accordance with major challenges and priorities of the scientific and technological development provided in the Scientific and Technological Development Strategy.

The instructions to the Government also apply to financing the Russian Science Foundation and certain issues related to the property on the books of research organisations.
