Vladimir Putin approved a list of instructions on attracting private investment for financing scientific, technical and innovation activity in universities and research organisations and commercialising the results of this work, including through establishing science-intensive production facilities.
The Government has been instructed to ensure the draft federal law on science and technology valleys is submitted to the State Duma and passed.
Once this federal law is passed and enters into force, the Government shall, in accordance with its provisions, approve decisions on establishing the Vorobyovy Gory science and technology valley and approving the site’s boundaries;
This process will take into account that Moscow State University is the founder of the fund established to provide infrastructure and research support for the Vorobyovy Gory science and technology valley, and founder of the managing company set up to carry out the project on Vorobyovy Gory’s development and operation;
The Government has also been instructed to ensure the establishment of the above-mentioned fund and managing company and their management bodies, and transfer to them the assets they need to carry out their charter activities.
