Instructions following a meeting of the Council for Science and Education and a meeting with representatives from the Siberian Branch of the Russian Academy of Sciences

The President approved a list of instructions following a meeting of the Presidential Council for Science and Education and a meeting with representatives from the Siberian Branch of the Russian Academy of Sciences held on February 8, 2018.

The Government has been instructed, for purposes of implementing the National Science and Technology Development Strategy, to work with the Presidium of the Presidential Council for Science and Education to prepare a genome research and genetic technology development programme providing for the necessary resources for its implementation, and comprise a list of measures for synchrotron-neutron research, including the creation of a specialised fourth-generation synchrotron radiation source in Protvino, Moscow Region, and a new synchrotron accelerator facility in Akademgorodok in Novosibirsk.

The Government has also been instructed to oversee the implementation of measures to attract leading scientists to Russian universities and research organisations, where they will take part in training young researchers and implementing university education programmes.

The Government is to work with the Russian Academy of Sciences and the Presidential Plenipotentiary Envoy to the Siberian Federal District to draft a plan of comprehensive development of the Siberian Branch of the Russian Academy of Sciences with due regard for the priorities and long-term development plans of the Siberian Federal District.

The Government is to work with the Russian Academy of Sciences and the Novosibirsk Region Government to prepare a development plan for Akademgorodok in Novosibirsk as a design and research hub.

The Government and the Russian Academy of Sciences are to submit proposals to develop cooperation between Russian researchers and members of the Russian research community outside Russia, organise the work of the Russian Academy of Sciences at international research organisations based on federal budgetary allocations, as well as to amend the legislation on regulating the activities of international research organisations in Russia.

The Government is to work with the Russian Academy of Sciences and the National Research Centre Kurchatov Institute to prepare measures to develop nature-like technology.
