The President approved a list of instructions following the Artificial Intelligence Journey Conference (AI Journey 2020) held on December 4, 2020.
Instructions to the Government include the adoption of federal laws that would stipulate the possibility of adopting experimental legislation in some economic and social spheres aimed at promoting the use of AI technologies and taking measures, in the field of taxation among others, to stimulate the investment activities of organisations involved in the introduction of national software and computer appliances based on artificial intelligence.
The Government has been instructed to develop and approve digital transformation strategies for at least 10 economic sectors, the social sphere and public administration aimed at promoting their digital maturity, which should stipulate the use of national software and computer appliances, as well as to ensure the implementation of these strategies and make relevant amendments to the current industry-related documents of strategic planning.
Instructions for the Government include, in particular, the updating of specialist university programmes for professions concerned with the creation and further development of AI technologies; and adding the study of AI technologies to all specialist programmes in order to train students in the use of these technologies in various spheres.
The Government, working together with relevant educational establishments and international global-scale mathematical research centres, is to coordinate the improvement of teaching of mathematics and information science at general schools.
Instructions to the Government also provide for amending Russia’s legislation to stipulate broader use of telemedicine technologies.
Senior officials in the constituent entities of the Russian Federation have been instructed to develop and approve regional digital transformation strategies for the main industries, the social sphere and public administration.
