The President approved a list of instructions following a meeting of the Supervisory Board of the Russia – Land of Opportunity autonomous non-profit organisation, held on March 26, 2021.
The Government has been instructed to coordinate a mechanism for the simplified granting of residence permits to foreign citizens and stateless persons who reached the finals and won the nationwide contests of the Russia – Land of Opportunity platform. If necessary, the Government is also to submit proposals on making the relevant amendments to the legislation. Instructions regarding this have also been issued to the Presidential Executive Office together with the Interior Ministry and the Foreign Ministry.
The Ministry of Education together with the authorities of the Russian Federation constituent entities are instructed to ensure the participation of federal and municipal educational establishments in the annual Garden of Memory international event.
Also, the Ministry of Education together with the Russia – Land of Opportunity autonomous non-profit organisation have been instructed to develop a new concept of the Teacher of the Year national contest, according to which the contest is held throughout the year and is given broad media coverage.
Instructions for the Ministry of Science and Higher Education have to do with broader use in the network format of higher education programmes for professions necessary for the priority areas of scientific and technological development of the Russian Federation.
The Ministry of Science and Higher Education, working together with the relevant organisations that are members of the AI Alliance Russia, is to ensure broader participation of the leading IT companies in the training of higher education personnel in professions and areas related to AI studies and development.
Instructions for the Russia – Land of Opportunity autonomous non-profit organisation and the Ministry of Science and Higher Education concern the implementation of the pilot project launched to assess the universal managerial competencies of university students during the 2021/22 and 2022/23 academic years, and to consider the expediency of including competency results in graduate diplomas and professional skills certificates.
