Instructions following joint meeting of State Council and Council for Science and Education

The President approved a list of instructions following a joint meeting of the State Council and the Presidential Council for Science and Education, held on December 24, 2021.

Instructions for the Government of the Russian Federation concern assessment of the research under the state programme Scientific and Technological Development of the Russian Federation; the system of official statistical accounting for the performance indicators of research institutions and organisations training scientific and scientific-pedagogical personnel; measures to attract leading scientists to Russian universities, scientific institutions and government research centres; providing young scientists with housing.

In addition, the instructions include support for the programmes for the development of research institutions under the Science and Universities national project; development of domestic scientific instrument engineering for civilian purposes with a view to carrying out import substitution in this area; training of highly qualified personnel and ensuring scientific research; and funding the annual Congress of Young Scientists.

Instructions for the Government to be implemented in cooperation with the VEB RF State Corporation and regional executive government bodies concern procedures for establishing and using campuses; measures to encourage investors and venders to take part in designing, building and using campuses; approval of a federal project on building at least 25 university campuses by 2030 via public-private partnership.

In cooperation with theCoordinating Council for Youth Affairs in Science and Education under the Presidential Council for Science and Education, the Volunteer Centres Association and the Russian Society Znaniye, the Government was instructed to implement a number of measures to develop research volunteer availability, including involving children and young people in collecting and analysing scientific data.

In cooperation with theCoordinating Council for Youth Affairs in Science and Education at the Presidential Council for Science and Education, the Government was instructed to draft and follow the roadmap on educational tourism under the national project Tourism and Hospitality Industry, with the participation of regional executive government bodies that have major research and education facilities. The Government is to identify funding sources for this starting 2022 and on, and review the possibility of reimbursing people for part of their expenses on tourist products.

The Government jointly with the heads of the political factions in the Duma was instructed to discuss proposals on the development of science and higher education in the Russian Federation.

Instructions for the Government, along with the Russian Science Foundation, concern the improvement of funding research conducted by postgraduates, and other issues of financial support for postgraduate programmes on training scientific and scientific-pedagogical personnel, as well as streamlining the scholarship process and other forms of support for postgraduates.

Separate instructions were issued to the Ministry of Science and Higher Education and the Ministry of Digital Development, Communications and Mass Media.

Roscosmos State Corporation, jointly with the Ministry of Higher Education and Science and the Ministry of Education, were advised to review issues related to research on mini-satellite development with the participation of students and young scientists.

Instructions for the Commission on Scientific and Technological Development, along with the Commission of the State Council on Science, concern the activities of world-class research and education centres, as well as measures to encourage the rapid application of the results of research with a view to developing the socio-economic sphere of the regions of the Russian Federation and creating a national rating system of their scientific and technological progress.

The executive bodies in the regions of the Russian Federation were given recommendations on developing state information systems in the regions to provide services in science and higher education, and on integration with the federal government information systems and digital platforms.

The Presidential Executive Office was instructed to review opportunities for announcing a Decade of Science and Technology in the Russian Federation with consideration for the results produced under the Year of Science and Technology.

Instructions to the Presidential Executive Office also concern the requirement to increase the role of the regions of the Russian Federation in the country’s scientific and technological progress, including the development of world-class research and education centres.
