The Government of the Russian Federation was instructed, along with the Presidium of the Council for Science and Education, to present proposals on amending the Strategy of the Scientific and Technological Development of the Russian Federation. These proposals are to be based on the need to consider existing and predicted challenges in ensuring the sustainable socio-economic and spatial development of the Russian Federation. They should also consider the need to improve the mechanism for verifying the implementation of the Strategy’s goals.

Instructions for the Government also relate to the development of the institution of leading research organisations for civilian research and the introduction of related amendments to the legislation; the creation of a national bio-resource centre for farm animals and similar wild species (at the Federal Research Centre for Animal Husbandry), and also the creation of a national bio-resource centre for industrial microorganisms and a national bio-resource centre for indigenous grape varieties (at the Kurchatov Institute National Research Centre).

The Government was given instructions related to defining and specifying the main results and target indicators for achieving national development goals in science and technology by 2030; implementing the President’s strategic initiatives linked with the study of climate and the creation of a national system for monitoring climate active substances and the creation of a Russian scientific and technological platform for prompt response to infectious diseases (at the Sirius University of Science and Technology with the involvement of other related organisations).

In addition, instructions for the Government include the assessment of the efficiency of measures and instruments of government policy on science and technology that are used for achieving specific results to ensure the independence and competitiveness of the Russian Federation; the funding of large scientific and technical programmes and projects of priority state importance; the drafting of a comprehensive programme for the development of bio-medical technology to address demographic issues, including the increase of life expectancy, health improvement and the extension of active working capacity of the population.

The Government was instructed to adopt additional measures on infrastructure development in territories with a high scientific and technological potential under urban improvement programmes and projects on creating a comfortable urban environment.

Another instruction for the Government concerned the creation of a scientific and technological centre at the Research Institute of medical primatology to coordinate work on creating, preserving and using collections of high quality laboratory animals of different species and breeds in accordance with the requirements of interested organisations, and also the education of professionals in this area.

Instructions for the Government of the Russian Federation, in cooperation with the Russian Academy of Sciences, concern optimisation of expert councils operating under federal executive government bodies and state corporations, and the involvement of representatives of high-tech state and private companies in their work with a view to establishing a uniform system of expertise for budget-funded programmes and projects.

The Government of the Russian Federation was instructed, along with the Russian Academy of Sciences, to ensure priority funding of scientific studies that are directly related to the implementation of the President’s strategic initiatives in science and technology that are critical for ensuring the technological sovereignty of the Russian Federation.

The Ministry of Education was instructed, jointly with Lomonosov Moscow State University, to ensure the holding of competitions for research papers by students and scholarly conferences devoted to the ideas of the founder of scholarly pedagogy in Russia, Konstantin Ushinsky (1823–1871), on pedagogical sciences and the art of upbringing. These competitions should be conducted on the territory of the CIS countries in 2023.
