By his Executive Order, the President approved Regulations on the Procedure for Developing and Adjusting the Forecast for the Scientific and Technological Development of the Russian Federation.

According to the new regulations, the forecast is to be developed in order to provide the President, the Government and other public authorities with the information necessary for making managerial decisions in the field of scientific and technological development, as well as to ensure national security; to ensure conditions conducive to the effective implementation of state scientific and technological policy; and to ensure the sustainable socio-economic and spatial development of the Russian Federation.

The forecast shall be developed and adjusted based on the annual presidential addresses to the Federal Assembly, the strategic forecast of the Russian Federation, other acts and decisions of the President that define the most important areas of scientific and technological development to ensure the independence and competitiveness of the Russian Federation, the achievement of its national development goals and the implementation of strategic national priorities.

The Presidential Council for Science and Education shall coordinate and provide methodological support for the development and adjustment of the forecast. The development of the forecast is carried out for 12 or more years, every six years.

The forecast shall be approved by the President of the Russian Federation on the recommendation of the council.
