Instructions following meeting with scientists and plenary session of the Future Technologies Forum

Vladimir Putin approved a list of instructions following a meeting with scientists and the plenary session of the Future Technologies Forum held on July 13, 2023.

The Russian Government has been instructed to ensure the approval of a national project to form a data economy by 2030. The project must envisage events in various spheres of data processing.

As part of shaping the national project, the Government has been instructed to develop tools to provide comprehensive support for the development of the digital economy, artificial intelligence, quantum computing and communications, as well as fundamental research in the field of computing technologies. The Government has also been instructed to determine the sources and annual funding volume for the national project, including from the federal budget, and to increase the maximum amount of Government grants for state support of scientific research carried out under the guidance of leading scientists in Russian higher education organisations, research institutions and state research centres, up to 500 million rubles for Russian scientists and up to 250 million rubles for foreign scientists.

The Government, together with leading research universities, has also been instructed to ensure discussion of the development and use of advanced technologies in medicine, including biomedical technologies and neurotechnology, at the Future Technologies Forum in 2024.

The instructions to the Government envisage the creation of conditions necessary to attract Russian and foreign scientists and highly-qualified professionals in the sphere of quantum technologies to the Russian Federation, including simplified visa requirements, acquiring a residence permit and citizenship of the Russian Federation, as well as the procedure for issuing the necessary documents, as well as developing mechanisms for individual material support and ensuring social and household arrangements for such persons and their family members.

In addition, the Government has been instructed to create a university in the field of quantum technologies involving schoolchildren in the educational process; expand cooperation in quantum technologies with BRICS member countries; broaden opportunities for scientific discussion in the field of future technologies, including creating international scientific journals and holding conferences; and establish awards for outstanding scientific discoveries and achievements in the field of future technologies, as well as scholarships for young scientists in the field of quantum technologies.

The Government, together with the State Duma, has been instructed to make provisions for the allocation of funds from the federal budget to finance state support for scientific research conducted under the guidance of leading scientists in Russian higher education organisations, research institutions and state research centres, when drafting the federal budget for 2024 and for 2025–2026 planning period.
