The President approved a list of instructions following the Artificial Intelligence Journey conference held on November 24, 2023.
The Government of the Russian Federation, tasked with creating ground-breaking solutions in the field of artificial intelligence, was instructed to submit proposals on additional federal budget allocations for research and development in generative artificial intelligence, including large generative models, on the condition of co-financing by the leading Russian organisations, which will also test the technologies created during such research and development projects.
The Government is to develop and implement a package of measures aimed at increasing the computation capacities of the supercomputers located in Russia by determining the concrete parameters for capacity increases.
Additionally, the Government was instructed to stipulate measures for supporting the development and implementation of large generative models and technological solutions in artificial intelligence and to create an infrastructure for their widespread use during the development of the Artificial Intelligence federal project within the framework of the future Data Economy national project.
Instructions for the Government also have to do with analysing employers’ requirements for personnel with new skills and competencies and making relevant amendments to the professional and educational standards based on the results of such analysis; using the archives of state and municipal agencies, as well as library stock, for creating sets of data while stipulating prompt access, free of charge, to their information for machine learning teachers, with due regard for restrictions to access information stipulated in the national legislation; and creating large generative models for use in the key economic sectors with the purpose of increasing labour efficiency.
The Government and the State Duma are to ensure the submission of amendments to legislation aimed at simplifying economic entities’ access to experimental legal frameworks in the sphere of digital innovations, as well as establishing accountability for damage to the life, health and property of citizens resulting from the testing and use of artificial intelligence technologies.
The Government and the Foreign Ministry were instructed to submit proposals on cooperation between Russian software developers in the sphere of artificial intelligence and such developers in friendly countries, as well as on the procedure for granting developers from these countries access to Russian large generative models.
The Government and the Foreign Ministry are also to ensure that the issues of developing ethical standards, balanced regulation and research and technological cooperation in the sphere of artificial intelligence are included in the agenda of BRICS meetings during Russia’s chairmanship of the group in 2024.
Instructions for the Government, the higher education establishments with leading positions in the 2023 ranking for the training of AI professionals, and the Skolkovo Institute of Science and Technology have to do with increasing the enrolment of government-subsidised students for professions related to the creation of AI technologies.
The Ministry of Science and Higher Education and the Ministry of Digital Development, Communications and Mass Media, the higher education establishments with leading positions in the 2023 ranking for the training of AI professionals and the Skolkovo Institute of Science and Technology were instructed to implement a package of measures aimed at training world-class developers in this sphere.
Several instructions were issued to the Government jointly with AI-Russia Alliance and the Russian Academy of Sciences.
The Ministry of Economic Development, AI-Russia Alliance and other concerned organisations were instructed to coordinate the drafting of a declaration on the responsible development and use of large generative models within the framework of the Artificial Intelligence Code of Ethics.
Sberbank and AI-Russia Alliance were recommended to hold discussions on international AI agenda and the ethical aspects of using artificial intelligence technologies, including jointly with BRICS countries, during the Artificial Intelligence Journey conference.
