Russia’s Scientific and Technological Development Strategy approved

Vladimir Putin signed Executive Order On the Scientific and Technological Development Strategy of the Russian Federation.

The Executive Order approves the Scientific and Technological Development Strategy of the Russian Federation.

The Government was instructed to make provisions in the budget for the implementation of this Executive Order when drafting federal budgets for the next fiscal year and for the planning period.

The Strategy defines the purpose, primary objectives, and priorities of the scientific and technological development of the Russian Federation, sets forth principles and guidelines of state policy in this area and measures for its implementation, as well as the anticipated outcomes of the Strategy’s implementation that would ensure long-term sustainable, dynamic, and balanced development of the Russian Federation.

The Strategy appears at a time when rapidly assimilating new knowledge and creating knowledge-intensive products based on domestic technological foundations is critical for the competitiveness of national economies and effectiveness of national security strategies.

The document notes that Russian science serves as the basis for the country’s sovereign development, as it creates the necessary prerequisites and conditions for a well-founded, balanced, and effective solution to the entire range of social, economic, cultural, and other challenges facing the Russian Federation, ensuring the country's security and its significant contribution to the intellectual heritage of humankind.

The Strategy’s goals and objectives include achieving national development goals and implementing strategic national priorities by creating an effective system to cultivate and fully harness the nation's intellectual potential; creating an effective management system in science, technology and production, combined with investment in these areas; forming a model of international science and technology cooperation and international integration in research and development aimed at protecting the national interests of the Russian Federation amid external pressure; and preserving the identity and increasing the effectiveness of Russian science through mutually beneficial international cooperation.
