Vladimir Putin signed Executive Order On Regulating the Use of Special Devices Transmitting Light and Sound Signals Installed on Motor Vehicles.
The executive order is aimed at improving road safety, regulating the use of devices for transmitting special signals installed on vehicles, as well as preventing cases of unauthorised use of said devices.
The executive order stipulates that the devices for transmitting special light and sound signals in the absence of special colour patterns on the outer surface of the vehicles, can be installed on the vehicles used by the officials whose safety is the responsibility of the state agencies, and by the individuals for whom measures of state protection have been applied.
A list of state agencies authorised to install the device to transmit special signals on their vehicles in the absence of special colour patterns on the outer surface of those vehicles has been approved.
The executive order states that the allocation of vehicles equipped with said devices to state officials is the responsibility of the heads of relevant state agencies.
The executive order also stipulates that the devices for transmitting special light and sound signals in the presence of special colour patterns on the outer surface of vehicles are to be installed on the vehicles used to provide urgent assistance and to protect the lives and health of citizens, including the vehicles of fire services, the police, ambulances, emergency services, the military motor vehicle inspection, investigators of the Investigative Committee of the Russian Federation and agencies responsible for monitoring the circulation of narcotic and psychotropic substances.
The executive order forbids the allocation of vehicles containing devices for the transmission of special signals in the presence of special colour patterns on the outer surface of vehicles to state officials whose duties do not include the provision of urgent assistance to protect the lives and health of citizens. Use of vehicles with said devices for any unauthorised purposes is also forbidden.
The Interior Ministry has been instructed to take charge of issuing permits for the installation of devices transmitting special signals on vehicles and overseeing their use.
The Russian Government has been instructed to adjust their directives to the executive order.
The executive order will come into force on July 1, 2012.
