Working meeting with Prosecutor General Yury Chaika

Yury Chaika informed the President about measures undertaken to protect entrepreneurs’ interests. They discussed separately inspection results of non-governmental organisations, as well as issues related to corruption in the education sector.

In particular, Yury Chaika briefed the President on the Prosecutor General’s inspections of non-governmental organisations (NGOs). Its results suggest that 215 of 2,226 NGOs operating in Russia from November 2012 to April 2013 must be registered as foreign agents, and 17 organisations have received funding from foreign embassies.

The President instructed Mr Chaika to analyse the way in which the law on NGOs is applied, in order to avoid implicating organisations that are not engaged in domestic political activities.

Yury Chaika also talked about problems uncovered after adopting amendments to legislation to mitigate punishment for entrepreneurs who commit economic crimes. The Prosecutor General noted that when penalty is applied as a fine, currently only 1 percent of the fines are actually paid. Accordingly, Mr Chaika suggested that legislation in this respect should be tightened.

In addition, meeting participants discussed corruption in the science and education sectors.
