The Government of the Russian Federation has been instructed to submit proposals on creating optimal taxation conditions for legal entities that implement housing construction projects, and on some sources of funding for infrastructure projects.

The Government, together with the State Duma, has been instructed to make amendments to legislation regarding the relocation of people from dilapidated housing; the maintenance and repairs of common property in apartment buildings; the implementation of the system of the people’s housing savings; the functioning of low-rise housing communities; the protection and encouragement of investment in housing construction projects and the creation of relevant infrastructure; and maintenance of the street and road network.

Instructions for the Government, together with the Bank of Russia, concern bankruptcy risk reduction for housing construction companies; the lending organisations’ preferential mortgage conditions under state-assisted programmes; a package of measures stipulated under the Infrastructure for Life national project for the development of private housing construction; the attraction of public investment for creating housing construction infrastructure; and the maintenance of housing construction rates necessary for achieving the goals of the Infrastructure for Life national project.

Instructions for the Government, together with the State Council Commission on Infrastructure for Life, concern, in particular, issuing mortgages for families with children aged up to 14 years and the families of participants in the special military operation under the low-rate mortgage programme for families with children; the strategic planning (master plans) of socioeconomic and spatial development priorities for one or several municipalities; a moratorium of up to five years on changing requirements for the construction of social infrastructure facilities aimed at preventing the growth of construction costs; urban development planning standards concerning social infrastructure accessibility taking into account the level of people’s mobility, public transport accessibility, and demographic outlook; the application of sanitary and epidemiological requirements to the construction and renovation of educational establishments; and the development of the rentals market.

Instructions for the Government, together with the Interior Ministry, the Bank of Russia, the State Council commissions on Infrastructure for Life and on Effective Transport System, as well as the executive authorities of the constituent entities of the Russian Federation, concern the use of specialised technical devices for photo, filming and video recording that operate automatically.

A number of instructions has been given to the Government together with relevant State Council commissions and the Prosecutor General’s Office.

The Government of the Russian Federation, together with regional executive authorities, has been instructed to take measures to reduce the length of the investment and development cycle for capital construction projects.

A package of instructions has been approved for the executive authorities of the Russian Federation constituent entities, in particular, on increasing the volume of housing construction, including private housing construction; ensuring the priority development of the street and road network and motorways to enhance transport accessibility of facilities under housing construction projects; and renewing the public transport fleet (buses).
