The Government of the Russian Federation, in collaboration with the Ministry of Defence of Russia, the Defenders of the Fatherland State Foundation for the Support of Participants in the Special Military Operation, and with the involvement of regional executive bodies, is instructed to present proposals on establishing a procedure for providing, in electronic form via the federal state information system Unified Portal of State and Municipal Services (Functions) and regional portals, including in a proactive mode, social support measures for combat veterans – participants in the special military operation and members of their families.

Instructions to the Government of the Russian Federation, in conjunction with relevant commissions of the State Council, pertain to the Rural Teacher, Rural Doctor, Rural Paramedic, Rural Cultural Worker, and Rural Coach programmes. Specifically, these instructions relate to lump-sum compensation payments to programme participants, the establishment of specific features of participation in these programmes for specialists in certain sectors, and the search and selection of specialists to participate in the programmes.

The Government of the Russian Federation, together with regional executive bodies, is instructed to organise monitoring of the professional activities of participants in the Rural Teacher, Rural Doctor, Rural Paramedic, Rural Cultural Worker, and Rural Coach programmes to evaluate the effectiveness of the implementation thereof.

Instructions to the Government of the Russian Federation also concern the development of a methodology for determining current and prospective demand for cultural workers, medical workers, teaching staff, including coaching instructors, education coordinators, sports instructors, and adaptive physical culture instructors in rural and urban communities with a population of up to 50,000 people.

Furthermore, instructions to the Government of the Russian Federation address increasing, from 2027, the lump-sum compensation payment to 2 million rubles for specialists participating in the aforementioned programmes implemented in the Belgorod, Bryansk, and Kursk Regions; abolishing age restrictions for participation in the Rural Teacher and Rural Coach programmes; and certain other matters.

Regional executive authorities are recommended to organise monitoring of the effectiveness of the implementation of the Rural Teacher, Rural Doctor, Rural Paramedic, Rural Cultural Worker, and Rural Coach programmes in the constituent entities of the Russian Federation and to ensure the provision of additional support measures to these programmes participants, including the provision of free municipal housing for specialists.
