Vladimir Putin approved the list of instructions following his working trip to the Stavropol Territory on March 5, 2024.
The Government of the Russian Federation has been instructed to develop additional support measures for producers of agricultural goods in order to increase its output at least by 25 percent and its exports at least by half by 2030 (compared with 2021), and examine, among other things, issues of preferential investment lending, reclamation development, construction of facilities to process and store agricultural produce, raw materials and food, and development of infrastructure for their exports.
The Government has also been instructed to envisage, when developing the national project on technological sovereignty in food security, measures to increase the production of agricultural machinery, equipment, pesticides, agrochemicals, and veterinary medicines, as well as to provide support to agricultural producers that use domestic seeds and other planting material, agrochemicals, biological preparations, and breeding products.
Instructions to the Government also concern the development of biotechnologies, including tax incentives and measures to stimulate demand for biotechnological products; renewal of the fishing fleet (primarily small-tonnage) belonging to organisations engaged in coastal fishing in the Western, Azov- Black Sea, and Volga-Caspian fishery basins; and provision of gasoline and diesel fuel for agricultural producers, including for seasonal field work.
The Russian Government, together with Gazprom, has been instructed to examine the issues of providing agricultural producers with gas at regulated prices and connecting them to gas distribution networks as a priority.
The Russian Government, together with Russian Railways, has been instructed to present proposals on how to reduce costs of transporting agricultural products, raw materials, and foods by rail.
The Russian Government, together with the Russian Export Centre, has been instructed to adopt additional measures aimed at promoting Russian agricultural products, raw materials, and foods, produced by small businesses, in foreign markets.
Instructions issued to the Russian Government together with the Bank of Russia concern increasing accessibility of loans for agricultural producers, above all in the Donetsk and Lugansk people’s republics, the Zaporozhye and Kherson regions, as well as creating an exchange for organised trading in agricultural products in cooperation with foreign countries that are members of the BRICS interstate association.
A number of instructions have been issued to the Russian Government together with the State Duma, the Ministry of Education, and the Ministry of Agriculture.
The Government of the Stavropol Territory has received recommendations, in particular, to increase its share of intermunicipal public roads in standard condition, increase the level of housing provided for agricultural workers in the region, as well as to organise a tomato festival in the Stavropol Territory.
