The President held a working meeting with Acting Governor of the Tambov Region Yevgeny Pervyshov.
Yevgeny Pervyshov reported on his first actions as Acting Governor of the Tambov Region and outlined plans to create a free economic zone, a customs zone, industrial clusters, cluster investment platforms, and other projects he intends to implement.
He began with reporting on the implementation of the President’s instructions on assistance to veterans. In particular, the authorities are carrying out the Tambov Region Heroes regional programme, which includes employment assistance, including business training, and cooperation with the Defenders of the Fatherland Foundation. The Acting Governor holds meetings with veterans and their families to determine the necessary forms of assistance, which include 46 financial, material and non-material support measures. All of these measures are being used and made available to participants in the special military operation and their families.
Yevgeny Pervyshov also spoke about support for the new regions. He said that the construction of a hospital in the Novoaidar District of the Lugansk People’s Republic has been completed, adding that he knew the region very well because he served there in the 2nd Army Corps during the special military operation.
Regarding development plans for the Tambov Region, the Acting Governor mentioned several areas of focus for the near future. In particular, Moscow is helping create the region’s transport strategy and will provide buses. The President supported Yevgeny Pervyshov’s initiative to increase the Industrial Development Fund, which is helping enterprises in chemical production, machine-building and electronics. The region holds first place in the implementation of the expanded programme for connecting households to gas distribution networks, which will be completed by 2030. The connection of social facilities to the gas supply system will be completed in the region next year.
He also discussed the support being provided by the Government. For example, the Ministry of Natural Resources is assisting with the construction of a waste processing facility, which was originally scheduled for completion in 2025. However, the concessionaire failed to begin construction. The regional administration has now taken over the concession and will implement the project itself. The Ministry of Energy is discussing ways to redirect the region’s available energy resources to new investors. In the healthcare sector, the relevant federal ministry is also providing support. The regional minister of healthcare has been replaced, and the issue of shortages of subsidised medications is being addressed.
The Ministry of Construction, Housing and Utilities is helping, in particular with infrastructure loans aimed at improving the characteristics of land plots intended for future housing projects. There are also projects with the Ministry of Science and Higher Education, and the Ministry of Labour and Social Protection; the region is home to four higher education institutions, including the Michurinsk Academic Town − Michurinsk State Agrarian University, where the rector was replaced due to certain shortcomings in his work. Plans for the development of a free economic zone were discussed with the Ministry of Economic Development, which is expected to boost the region’s economy. Industry currently lags behind agriculture, which contributes 24 percent to the Gross Regional Product, while industry accounts for only 18 percent. According to Yevgeny Pervyshov, out of 500,000 people of working age, 151,000 are currently employed in neighbouring regions, as the region is not yet able to provide them with jobs.
The discussion also covered the construction of processing facilities for agricultural products and their export: currently, around 70 percent of the region’s agricultural output is exported to China and former Soviet republics. In addition, they discussed housing construction, wastewater treatment facilities, the development of sports and fitness, new schools and the establishment of paramedic centres.
Yevgeny Pervyshov also noted that he is becoming familiar with the region’s rich historical and cultural heritage, including its potential for tourism development, as the region is home to many estates and cultural monuments linked to prominent figures in Russian history. The 250th anniversary of Empress Catherine the Great’s rescript on establishing the Tambov Governorship is approaching. Festive events are planned for this anniversary in four years’ time.
In conclusion, the President wished Yevgeny Pervyshov success and assured him of continued assistance and support from the Government.
