Dmitry Medvedev approved a list of instructions following an August 12 meeting on measures to stabilise the domestic grain market.
The measures concern monitoring price fluctuations for basic foodstuffs (flour, bread, meat, milk) on the domestic market, and taking timely action in cases where laws are breached; establishing a risk insurance system in the agriculture sector and making the relevant amendments to Russia’s legislation; and procedures for selling fodder grain from the federal intervention fund.
An instruction has also been given to examine possibilities for restructuring and extending loans to agricultural producers and extending leasing payment terms in order to help producers hit by this year’s drought recover their solvency and better prepare for the sowing campaign.
