Vladimir Putin signed Federal Law On Amendments to Articles 8 and 9 of the Federal Law On State Support for Russian Filmmaking.
The Federal law aims to implement the provisions of the Convention on the Rights of Persons with Disabilities, ratified by Russia, and specifies a set of measures to ensure accessibility of cinematic productions for people with disabilities.
In particular, the Federal Law holds that the production and release of full-length Russian feature and animated films with state financial support be carried out under the condition that they are subtitled and provided with audio description.
In addition, film exhibitors are responsible for ensuring the accessibility of cinemas, as well as subtitles and audio descriptions for Russian films for people with disabilities.
The Federal Law will enter into force on June 1, 2017, and its provisions, specifying the responsibilities of film exhibitors, will enter into force on January 1, 2018.
