Vladimir Putin approved a list of instructions following a December 3, 2020, meeting with representatives of public organisations for disabled people.
The Presidential Executive Office along with the Civic Chamber of the Russian Federation were instructed to submit proposals on awarding disabled members of creative professions and encouraging them for outstanding achievements.
The instructions to the Government of the Russian Federation refer, in particular, to the provision of items and services for the disabled; support from Russian manufacturers of electric wheelchairs, lifts and other innovative equipment for the rehabilitation of the disabled and boosting the export of the above products; increasing the amount of sign-language and subtitles on national commonly available TV channels; increasing the volume of services related to sign language and tactile interpreting.
Instructions to the Government also cover the provision of accessibility of sports infrastructure and tourist sites for the disabled; opportunities for free second vocational or higher education for those who became disabled at an employable age and need a new profession; improving the mechanism for job quotas for the disabled as well as a control mechanism for monitoring employers’ compliance with hiring quotas for the disabled; granting the disabled discounts for visiting federal state institutions of culture, facilitating access to services provided by such institutions, and rendering them assistance in pursuing projects to draw the disabled to cultural values.
Separate instructions were issued to the Government together with the Presidential Executive Office, the Bank of Russia, the Civic Chamber, regional executive bodies and a number of ministries and agencies.
