Anti-tobacco law signed

Vladimir Putin signed Federal Law On the Protection of Citizens’ Health from the Impact of Tobacco Smoke and the Consequences of Tobacco Consumption.

The Federal Law was passed in order to implement the provisions of the World Health Organisation Framework Convention on Tobacco Control ratified by Russia in 2008, and shall regulate the sphere of public health protection from tobacco smoke and the effects of smoking.

The Federal Law sets forth the general concepts and principles of public health protection from tobacco smoke and the effects of smoking; identifies state agencies’ powers and measures of state control, as well as citizens’ rights and obligations in this area; bans smoking at particular sites and venues; introduces price, tax, and organisational measures to reduce demand for tobacco products and restrict trade in them; bans tobacco advertising and sponsorship; provides for medical assistance to treat tobacco dependence; and establishes liability for violating the provisions of the law.
