The President approved a list of instructions following a meeting with highest officials (heads of supreme executive authorities) of the Russian Federation constituent entities on countering the spread of the novel coronavirus infection (COVID-19), held on April 28, 2020.
The Government of the Russian Federation was instructed to submit proposals on deploying, including with the participation of the Emergencies Ministry, of prefabricated field hospitals, diagnostic centres and mobile laboratories in the Russian Federation constituent entities to reduce the risk of the spread of the novel coronavirus infection (COVID-19) and the emergence of pockets of infection, including in areas where large-scale construction projects are underway as well as in remote, sparsely populated and hard-to-access territories.
The Government, together with the highest officials in the Russian Federation constituent entities and representatives from national entrepreneur associations, was instructed to draft and submit a nationwide action plan to ensure the recovery of employment and incomes of the population, economic growth and long-term structural changes in the economy.
The Government, together with the State Council working group on countering the spread of the novel coronavirus infection caused by 2019-nCoV, in view of the epidemiological situation in the Russian constituent entities and the forecast scenarios of the spread of the infection, was instructed to draft, approve and bring to the notice of the regional executive bodies the recommendations for a phased lifting of restrictive measures, setting forth the deadlines, criteria and parameters of such phased lifting and the sequence of actions for relaxing the restrictions, taking into account regional specifics.
The instructions given to Russia’s Healthcare Ministry and Rospotrebnadzor pertain to the monitoring of the spread of the novel coronavirus infection (COVID-19) in the Russian Federation in general, including in its regions, as well as taking prompt decisions based on monitoring results as regards adjustment of measures to counter the spread of the infection, including the deployment of additional specialised beds for treating patients with this infection and ensuring timely readiness of medical facilities.
Russia’s Healthcare Ministry, together with Rospotrebnadzor and regional authorities, was instructed to monitor accessibility of medical care for patients with chronic diseases, including those with cardiovascular and oncological diseases, and the provision for these patients and medical facilities of necessary medications and medical items for.
A number of corresponding instructions were given to the highest officials in the Russian Federation constituent entities.
