Vladimir Putin approved a list of instructions following the December 17, 2022, plenary meeting at the 30th Congress of the Russian Union of Industrialists and Entrepreneurs, a national public organisation.
The Government of the Russian Federation, jointly with the Houses of the Federal Assembly and with participation from employer associations and representatives of the public, were instructed to finalise the draft federal law On Amendments to the Federal Law on Sanitary and Epidemiologic Welfare of the Population. During this work, special attention is to be given to strict observance of citizens’ rights and consideration for all possible situations when applying this law, and also to ensuring accessibility for different categories of citizens to documents confirming vaccination against COVID-19 or the presence of medical contra-indications to vaccination, or confirming that the person had recovered from the illness.
The Government was also instructed to assess the effect of the above federal law on the performance of organisations in different areas of the economy and to ensure readiness of the infrastructure and technologies required for the implementation of the law.
The Cabinet of Ministers, together with the Russian Union of Industrialists and Entrepreneurs, was instructed to introduce amendments to tax legislation providing for the right for taxpayers to an investment tax refund for expenses on the development of regional educational establishments of comprehensive vocational training.
The Government, jointly with the RSPP, was instructed to take additional steps to accelerate internet connection of rural households by 2024, and to determine support mechanisms for establishing and developing road, energy and other infrastructure in privately-owned techno parks pursuing information and communication technology projects.
In addition, the Russian Government and the RSPP were instructed to submit proposals on implementing measures of additional support for exhibition, fair and congress activity in Russia, as well as for including climate projects in state investment project support mechanisms and measures.
A separate instruction to the Government and the RSPP concerns drafting proposals on submitting project documentation via a one-stop basis for state evaluation, state environmental evaluation and state historical and cultural evaluation.
The Federal Service for the Oversight of Consumer Protection and Welfare [Rospotrebnadzor], together with representatives of respective federal executive bodies and the Russian Union of Industrialists and Entrepreneurs, was instructed to form a task force to consider issues of the application of hygiene standards pertaining to the annual average permissible concentration of pollutants in the atmosphere and to draft recommendations following the considerations of these issues.
