Instructions following meeting of Council for Science and Education

President Vladimir Putin approved a list of instructions following the February 8, 2022, meeting of the Presidential Council for Science and Education.

The Government of the Russian Federation was instructed to draft and approve high-priority state-level innovation projects aimed at creating a joint nationwide system for monitoring climate active substances, and at developing a Russian science and technological rapid response platform to deal quickly with infectious diseases, as well as ensuring a smooth conversion to a low-carbon power industry with a full life cycle using new high-tech national solutions and technologies on the basis of concepts, suggested by the consultative group for science and technological development.

The instructions also relate to the establishment of a system of agencies to coordinate the above-mentioned high-priority state-level innovation projects. They aim to create mechanisms for the uninterrupted support of these projects at every phase of the innovation cycle, that is, from conducting scientific research to creating specific technologies and manufacturing goods on their basis. Moreover, the instructions stipulate favourable conditions for training researchers and engineers on a priority basis and in the interests of developing new economic sectors, as envisioned by the above-mentioned high-priority state-level innovation projects.

The Government was also instructed to set aside high-priority federal-budget funding from 2022 onwards, for implementing high-priority state-level innovation projects, including through the redistribution of budget allocations.
