Opening of healthcare facilities in the regions

Vladimir Putin attended, via videoconference, the launch of new and upgraded healthcare facilities in several Russian regions.

A new ten-storey surgical unit of the Republican Cardiology Centre has opened in Ufa. A modern radiation therapy unit of the Voronezh Regional Oncology Centre has also opened, as well as a new facility equipped with modern diagnostic equipment, City Outpatient Clinic No. 1, in Nalchik. City Outpatient Clinic No. 12 has opened in Lugansk after a major renovation. The Regional Vascular Centre of the Kalinin Republican Clinical Hospital has reopened in Donetsk following extensive renovations. Additionally, a state medication quality control laboratory has started operations.

During the video conference, Health Minister Vladimir Murashko reported on the development of the cardiac care system in Russia, on efforts to reduce the prevalence of cardiovascular diseases and lowering the risk factors. Deputy Prime Minister Tatyana Golikova reported some results of the Healthcare national project, the programme of upgrading the primary care setting and on the new national project, Long and Active Life, launched on January 1, 2025.

President of Russia Vladimir Putin: Good afternoon, colleagues.

Today, we have representatives of the Voronezh Region, the Republic of Bashkortostan and Kabardino-Balkaria, and the Lugansk and Donetsk people’s republics participating in this videoconference. Several healthcare projects have been successfully implemented in these constituent entities. Hospitals, outpatient clinics and oncology centres have been built or undergone major renovations. These modern and well-equipped healthcare facilities represent comprehensive and system-wide work to improve the performance of Russian healthcare.

In particular, more than 6,500 new rural medical assistance centres, hospitals and outpatient clinics have been built across the country over the past six years; some 5,500 healthcare facilities have been renovated. These figures include over 290 healthcare facilities restored or built since 2022 in the Donetsk and Lugansk people’s republics, and the Zaporozhye and Kherson regions.

Overall, across Russia, over 245,000 units of medical equipment have been purchased. This work to improve the quality and accessibility of medical assistance for Russian citizens will certainly continue.

We will return to the discussion with the regions that are participating. But first, I would like to say the following.

Friends, soon – on Sunday, at the end of the week – we will mark Medical Worker Day. I would like to take this opportunity, as we inaugurate many new facilities in Russia, to wish all the best to medical workers on their special day. My best regards go to those who have chosen this demanding yet crucial and noble profession. This day is a wonderful opportunity for millions of Russians to express their gratitude to doctors, paramedics, nurses, and caregivers for their dedication to their mission, for their professionalism, talent, and kindness.

Whether our medical workers are employed at a large federal centre, a medical and obstetric station, a big specialised hospital or a regional clinic, whether they work on ambulances or in frontline hospitals, they always perform their professional duties competently.

Friends, the significance of your work cannot be overstated. You prevent and treat diseases, preserve lives and health, alleviate pain and give hope. In our society, your selfless contribution is held in the highest respect and is always met with gratitude.

This sentiment was reaffirmed during the challenging period of the pandemic, when nearly all medical professionals in Russia were engaged in fighting the disease. It is thanks to their skills, kindness, compassion, courage and sacrifice that it was defeated. This, without exaggeration, heroic deed has become part of our country’s history.

My special heartfelt gratitude goes to the medical workers who participate in the special military operation. These heroes risk their lives to save the injured, covering them with their own bodies if needed, carrying out difficult surgeries and supporting our soldiers.

The deeper purpose of your profession is to serve and care for others, regardless of the conditions and circumstances. This is what makes your expertise, as well as your dedication to uphold the traditions of previous generations of doctors, to learn, to move forward, and to embrace new technologies and methods, so important.

You are entrusted with the vital task of safeguarding the entire nation’s health – doctors working in primary care and federal-level professionals, as well as scientists at leading research centres who invent advanced diagnostic and treatment methods and develop Russian-made pharmaceuticals and equipment.

All of you place your duties as healthcare professionals front and centre, giving your patients everything you have, including your stamina, energy, emotion, and experience. Thank you. I wish you every success and all the best. Happy holiday!

Now let us return to our current issues. One of the medical facilities joining us via videoconference today is the new surgical unit of the [Bashkortostan] Republic Cardiology Centre in Ufa.

The treatment and prevention of cardiovascular diseases is one of the priorities of national healthcare. Much has been accomplished in recent years, including the renewal and expansion of the respective infrastructure in the regions, the supply of equipment, the introduction of advanced methods of diagnosis and treatment, as well as improvements in emergency care.

I would like to ask Mr Murashko not only to say a few words about the new facilities, but also, since we are starting with the cardiology centre, to report on the achievements in this important area and the development of the cardiology care system. Then we will talk with our colleagues from the regions.

Vladimir Putin: In conclusion, I want to say the following. The most important work criterion is still that the country’s residents, its citizens, are satisfied with the healthcare system performance in general and, of course, regionally as well.

I want to remind you in this connection again that congratulating all medical workers of the country with the coming holiday and doing justice to their efforts, heroism, dedication and selfless devotion, I still want to remind once more that the satisfaction of the Russian citizens with the healthcare system performance is the pivotal benchmark of our work quality in this major area. We shall never forget about it.
