Dmitry Medvedev signed Federal Law On Amendments to the Federal Law On Charity Activity and Charitable Organisations and Article 7 of the Federal Law On Insurance Contributions to the Russian Federation Pension Fund, Russian Federation Social Insurance Fund, Federal Compulsory Health Insurance Fund, and Regional Compulsory Health Insurance Funds.
The new law contains an expanded list of charity activities. Under its provisions, contributing to creative potential of children and youth in science, technology and the arts, cultivating patriotic, moral and spiritual values among them, supporting respective initiatives and projects, producing and marketing socially significant advertising and involvement in prevention of socially harmful conduct may be classified as charity.
The Federal Law defines the legal grounds for engaging in volunteer charity efforts and entitles the state and local authorities to promote charity and volunteer activities.
