Law on increasing penalties for foreign nationals engaged in illegal circulation of drugs

Dmitry Medvedev signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation Regulating Administrative Expulsion from the Russian Federation of Foreign Nationals and Stateless Persons for Offences of Illegal Circulation of Narcotics, Psychotropic Substances and Precursors Thereof.

The Federal Law is aimed at toughening and specifying administrative liability of foreign nationals or stateless persons for circulating narcotic substances.

Federal Law On Refugees was supplemented with additional legal grounds for withdrawing refugee status in case of administrative prosecution for offences involving illegal drugs circulation.

Amendments were also made to the Federal Law On Narcotic and Psychotropic Substances.

Besides, Administrative Offences Code of the Russian Federation was amended and its articles on illegal circulation, consumption and promulgation of drugs were adjusted to apply to foreign nationals and stateless persons while a new type of punishment was introduced envisaging an administrative expulsion from the Russian Federation.

Corresponding amendments were also made to the Federal Law On Legal Status of Foreign Nationals in the Russian Federation.
