List of instructions following meeting of Council for the Development of Physical Culture and Sport

Vladimir Putin signed a List of Instructions following the meeting of the Presidential Council for the Development of Physical Culture and Sport held on March 24, 2014.

The Government of the Russian Federation is instructed to prepare and submit to the State Duma a draft federal law aimed at regulating the work of sports clubs formed as non-profit organisations with the aim of attracting as many people as possible to engage in physical activities and sports based on their place of residence and work.

As it creates the Development of Physical Culture and Sports in the Russian Federation in 2016–2020 draft federal target programme, the Government is also instructed to ensure the construction of low-budget athletic facilities within walking distance and allotting subsidies to Russian regions for building such facilities.

In particular, instructions to the Government concern the development of infrastructure for engaging in physical activities and sport at educational organisations; the implementation of the Ready for Labour and Defence National Athletic Programme; the use of funding allocated in the federal budget for 2014 for the Sochi 2014 Steering Committee autonomous non-profit organisation with the aim of developing popular sports; the use of funding accumulated from holding the XXII Olympic Winter Games and the XI Paralympic Winter Games of 2014 in Sochi to develop the Olympic movement, physical culture and popular sports.

The Government is also instructed to optimise the work of national athletic federations, taking into account international athletic practice; develop specialised colleges and athletic schools for children and youth to train the Olympic reserve; train athletes for the XXIII Olympic Winter Games and the XII Paralympic Winter Games of 2018 in PyeongChang, South Korea.

Another set of instructions concerns procedures for attracting foreign athletes, coaches and other experts in winter and summer athletic events (hockey, football) to work in Russia.
